Not Administrators, Not Trusted Installer, Not Users and Not YOU. It requires you to uncheck "Hide Protected Operating System Files". It has so many important functions that advising someone just to delete it is naive and bad advice. This advice may be going against what the Malware bytes Staff believes, but to take ownership or change any part of this folder is not recommended unless you really hate Windows & desire to make your operating system non-functional. If you do not want to use System Restore, turn it off. If it is too big, delete your restore points. DO NOT DELETE IT!!!! Why would you delete the folder where your restore points are stored? It is a SYSTEM folder.
