Issues with saving or creating System Restore Points should be addressed methodically as appropriate and fixed. Regardless of what is wrong with System Restore it's not due to someone playing with this folder as it will automatically recreate it if needed.

If you want to delete infected files, eliminate your restore points via" System Properties->System Protection. Deleting this folder is idiotic and will result in a damaged operating system. Not Administrators, Not Trusted Installer, Not Users and Not YOU. It requires you to uncheck "Hide Protected Operating System Files". It has so many important functions that advising someone just to delete it is naive and bad advice. This advice may be going against what the Malware bytes Staff believes, but to take ownership or change any part of this folder is not recommended unless you really hate Windows & desire to make your operating system non-functional. If you do not want to use System Restore, turn it off. If it is too big, delete your restore points. DO NOT DELETE IT!!!! Why would you delete the folder where your restore points are stored? It is a SYSTEM folder.
